Course Information:
- Edmundson Golf Course: 1608 Edmundson Dr, Oskaloosa, IA 52577
- Driving Range located at Harvest Point: 1507 15th Ave W, Oskaloosa, IA 52577 (one block west of Edmundson GC)
Start Time:
- 10 AM;
- Course and range opens at 8 AM
Coaches Meeting:
- Located in the clubhouse at 9:15 AM; jury will be established at this time
Spectator Meeting:
- Located outside on the backside of the clubhouse approx. 9:45 AM
Driving Range:
- Teams will be invoiced $20 for 6 buckets of range balls
Coaches Carts:
- Can be purchased in the Edmundson Clubhouse; $25 is the fee and is included on the invoice
Fees and Invoice:
- $15/player or $90/team; below invoice for business office use
Scoring:
- The top six individuals (and those tied for 6th place) also advance to the next level of play, regardless of if they are on a qualifying team or not.
- All individual ties must be broken (except for 6th place ties) to determine each golfer’s final rank.
COACHING GUIDELINES:
- Two coaches per school (team / individuals) are allowed to coach their players on the course during the postseason.
- School appointed, licensed golf coaches are allowed to coach their golfer up until the golfer and golfer’s ball are on the green.
- There is to be no delaying of play anywhere anytime when providing instruction during the prescribed coaching time frame.
- Coaches on the course should not make rulings unless they are part of the Rules Committee.

Rules
Stroke Play, 18 Holes
USGA Rules of Golf will govern play, except as modified by the listed local rules. IHSAA Rules apply.
All play will be from the RED tees.
We will play the ball as directed by coaches
Out of Bounds: Defined by inside edges of white stakes and/or property fence posts at ground level. White lines (behind #9 and #18) take precedence over the white stakes. There is no relief from the wire fences marking out of bounds on the perimeter of the course.
Ball in golf car parking area on #18, the drop area may be used (southeast of the bunker) No penalty.
Hazards:
- All penalty areas are marked with red stakes or lines.
- Red lines take precedence over red stakes.
Ground under repair:
- Use group consensus for bare spots on the ground.
- There may be some spots marked with white lines or ropes.
- Some ropes are only there to patrol golf carts.
Obstructions:
- All artificially surfaced paths or roads, poles, pipelines, pump houses, rest rooms, sprinkler heads, valve boxes, tree stumps, and signs.
- All obstructions allow for free relief if the obstruction interferes with the stance or area of the intended swing.
- 1 club length from the nearest point of relief, not closer to the hole.
- Worn shoulders of the cart paths are deemed to be part of the paths and therefore are obstructions.
- This is for relief of stance only, it does not give you relief from the structure itself. (For example, you still may have to hit from behind the restroom on #12.)
Embedded Ball:
- Through the green, if a ball is embedded in its own pitch mark, free relief may be taken.
- The ball may be lifted, cleaned, and dropped as near as possible to the spot where it lay, not closer to the hole. (This rule does not include hazards)
Casual Water:
- Any temporary accumulation of water that is visible before or after the player takes their stance and is not in a water hazard.
- 1 club length from the point of nearest relief, not closer to the hole and drop ball. No Penalty.
Suspension of play due to a dangerous situation:
- If weather becomes dangerous, please take cover at the nearest shelter. If play needs to be stopped, coaches will be out to pick you up.
Cell Phones:
- The use of cell phones, tablets, or other communication devices is prohibited during the regular season and tournament play except for the use as a rangefinder or official scorekeeping.
- No cell phone for general use may occur until the player’s round is completed and the scorecard is submitted to the official scorer.
- Use of a cell phone for unauthorized purpose(s) will result in a code of conduct violation.
PENALTY for CELL PHONE violation is:
- 1st offense – warning;
- 2nd offense - 2 stroke penalty;
- 3rd offense - disqualification.
Pace of play:
- Iowa high school golf, governed by the Iowa High School Athletic Association and Iowa Girls High School Athletic Union, follows USGA Rule 6.4 which limits players to a 40-second maximum for each stroke and enforces a two-stroke penalty for undue delay.
- "Ready golf" is encouraged, and groups failing to maintain position on the course face warnings and timing from event officials.
- Keep play moving, stay in position with the group in front of you, and if you believe that your ball may be out of bounds or lost outside of a water hazard, always play a provisional ball.
- Turn your scorecards in at the clubhouse following play after confirming scores from everyone in the group.
Pace of Play Enforcement:
- 40-Second Limit: Once a player can play without distraction, they have up to 40 seconds to make a stroke.
- Taking more than this allotted time (plus a timing margin) results in a "bad time," which can lead to penalties.
- Out of Position: A group is considered "out of position" if they fall more than one hole behind the group in front of them, or if they fall outside of the tournament's established time par.
- Officials will step in and actively time the group.
PENALTY for Pace of Play: Under USGA Rule 5.6, if a player unreasonably delays play, they are assessed the general penalty.
- First offense: two strokes in stroke play or loss of hole in match play.
- Second offense: results in disqualification.
Range Finding Devices/Watches:
- Are allowed for use by players and coaches during the regular and postseason tournaments provided they are only used to measure distance.
- Range finding devices designed to measure conditions other than distance are permitted, provided the golfer only uses the device for distance measurement and not for the following banned functions, which include but are not limited to:
- Wind speed
- Slope
- Club selection.
- If a player must wear a watch besides a GPS/range finding device, it must be set to airplane mode during competition.
PENALTY for Range Finding Devices/Watches:
- First offense: warning
- Second offense: two strokes in stroke play.
- Third offense: results in disqualification.
IGHSAU CODE OF CONDUCT:
- The IGHSAU local rule governing code of conduct for players prescribes that a PENALTY shall be issued for conduct unbecoming high school players. Such conduct shall include, but is not limited to:
- Club throwing or ball throwing defined as could cause harm to another participant, spectator, course or means of releasing frustration.
- Use of abusive language.
- Willful acts which damage property or equipment on the course.
- Other unbecoming conduct as determined by the Golf Rules Committee (coaches’ jury).
PENALTY for CODE OF CONDUCT:
- First offense: warning
- Second offense: two strokes in stroke play.
- Third offense: results in disqualification.
No-mow areas:
- Areas not marked will be played regularly.
- If you cannot find your ball, it is lost and must be replayed from the previous shot with a penalty.
- This would be a loss of distance and a stroke.
Drop Zones:
Yardage Markers:
- Red Cement Block in the middle of the fairway: 100 yards
- White Cement Block in the middle of the fairway: 150 yards
- Blue Cement Block in the middle of the fairway: 200 yards
Hole by Hole Information:
#1 - Straight par 4 with two fairway bunkers. No trouble on this hole.
#2 - Straight par 4. No trouble on this hole.
#3 - Straight par 4.
#4 - Par 3 over the creek.
#5 - Par 4 with a creek to go over on your 2nd shot.
#6 - Straight Par 4. No trouble.
#7 - Short Par 3. No trouble.
#8 - Long Par 4 with a pond. If you hit it in the pond then take your drop on the right side of the pond. Drop area is marked.
#9 - Long Par 5. No trouble.
#10 - Long Par 3. No trouble.
#11 - Long Par 5. Penalty area all the way down the left side of the hole.
#12 - Par 4 with a penalty area down the right and left side.
#13 - Short par 3.
#14 - Par 4 with penalty area to the left and out of bounds long of the green.
#15 - Par 4 with out of bounds left.
#16 - Par 4 with out of bounds left and long of the green.
#17 - Par 3 with out of bounds left.
#18 - Par 5 with out of bounds left and long of the green. If you hit it in the carts or landscaping area, then you get a FREE drop in the front left portion of the cart parking space. Drop zone is marked.
Parent Information
Watching high school golf in Iowa requires strict adherence to IHSAA/IGHSAU rules.
Parents and spectators must maintain a reasonable distance (about 30 to 50 yards) from players, remain on cart paths or in the rough, and avoid any interaction, coaching, or advice that could lead to penalty strokes.
Spectator Guidelines(Zero Coaching Policy):
- Any conversation with a player can be construed as offering advice, which is a rules violation.
- No comments on club selection, swing mechanics, or course management.
- Distance Constraints: Stay on cart paths or in the rough at all times.
- You must remain a minimum distance (typically 30–50 yards) from the golfers, including on putting greens.
Etiquette Around the Green:
- Once players reach the green, spectators should move to the cart path alongside the green to allow the next group to approach safely.
Parental Support & Conduct
- Quiet Pressure: Refrain from sighing, lingering silence after a bad shot, or overly intense reactions.
- High schoolers pick up on non-verbal pressure quickly. Let Them Play: Avoid critiquing shots immediately after the round.
- Allow the coaching staff to handle swing corrections and tournament strategy.
- Neutrality: Applaud good shots from all competitors, not just your child.
- Never cheer for a competitor's misfortune.
